Administrative Services
The department performs a wide range of services for the public, the County Commission, and the County Manager, including:
Animal Protection Services - The division promotes public safety, animal welfare, rabies control, and responsible pet ownership through education, service, and enforcement. Animal Protection Services staff enforce Clark County Code Title 10 and NRS 574, provide information about low cost spay and neuter programs, and work closely with The Animal Foundation for lost and abandoned pets.
Public Response Office (PRO)- The office provides code enforcement for all unincorporated Clark County. The Code Enforcement team responds to citizen complaints regarding neighborhood code violations including illegal storage of vehicles, junk, trash, and debris on properties, zoning violations, illegal sign placement, graffiti, short-term rentals, and squatters.

Assessor's Office
The Assessor's Office is required by Nevada law to discover, list, and value all property within the County subject to taxation. In addition to parcels of real property (land and improvements), the Assessor must value personal property, including both large and small business operations, manufactured homes, aircraft, and any personal property which is taxable.

Aviation
The department consists of Harry Reid International Airport and the four general aviation facilities in the Clark County Airport System. Reid International and the four general aviation facilities are operated under the policy direction of the County Commission, the authority of the County Manager, and the management of the Director and Deputy Directors of Aviation.

Building
The department is responsible for ensuring public safety through the effective enforcement of development and construction standards. Services provided include issuance of permits, plan reviews, inspection services for conformity to building codes, promote fire prevention, and support emergency response to protect the citizens and visitors of Clark County.

Business License
The department ensures public health and safety through the licensure of businesses in three major areas: general, regulated and privileged. These licenses are issued strictly for those businesses doing business in unincorporated Clark County. The department also administers a film permitting process for various types of filming activities requested by the movie industry, as well as a franchise and utilities unit.

Clerk's Office
The department performs a number of functions, including: operating as an independent record-keeper and ex-officio member of boards such as the County Commission, the Clark County Board of Equalization, the Clark County Liquor and Gaming Licensing Board, the University Medical Center of Southern Nevada Board of Trustees, the Las Vegas Stadium Authority Board of Directors, and others; and accepting fictitious firm name registrations, passport applications, and notary bonds, including administering the oath of notary publics.

Comprehensive Planning
The department guides growth in Clark County through application of the Master Plan and Title 30, the County's development code. It works closely with developers, property owners, and other interested stakeholders as it relates to development and its impacts. The department's core services are land use development, land use planning, population and demographics, zoning administration, Master Plan administration, federal lands management, and parks and trails planning.

Coroner/Medical Examiner's Office
The office investigates all deaths by violence, criminal means, suicide, or any unattended death, regardless of cause. Certified Medicolegal Death Investigators respond to scenes and perform death investigations that include taking custody of the decedent(s), interviewing witnesses and family members, establishing legal next of kin, making death notifications, securing personal property, and confirming positive identification. Board Certified Forensic Pathologists conduct examinations and determine the cause and manner of death. Forensic Technicians assist with the examinations and positive identifications. Administrative personnel manage the administration of the office and create electronic death registration records. The Clark County Office of the Coroner/Medical Examiner is the only coroner's office in the United States that is accredited by both the International Association of Coroners & Medical Examiners (IACME) and the National Association of Medical Examiners (NAME).

District Attorney's Office
The District Attorney's Office is the legal branch of local government in Clark County, comprised of four unique divisions; the Criminal Division prosecutes all felony crimes and many misdemeanors occurring within the County; the Juvenile Division prosecutes matters concerning juveniles who commit crimes in our community and parents who abuse/or neglect their children resulting in them being placed in foster care; the Family Support Division improves the lives of families of families by engaging and empowering parents to provide continuous support for their children; and the Civil Division handles civil lawsuits involving the County and advises County departments on administrative law matters.

Election
The department's role and mission is to provide multifaceted election services to the citizens of Clark County. This includes facilitating effective access to the electoral process for all eligible voters to allow them to exercise their voting rights, extending the highest level of service to all citizens, and providing transparent operations that maximize voter confidence in the integrity and accountability of the election system.

Environment and Sustainability
The department oversees efforts to improve quality of life, support economic security, and protect the environment. In its role, the department directs the County's air quality programs, administers the Clark County Multiple Species Habitat Conservation Plan, and leads the County's sustainability and climate action initiatives.

Family Services
The department is the local public agency whose role is to help keep children safe. The agency was formed in July 2002 in response to the merger of State and County child welfare services.

Fire & Fire Prevention
Established in 1953, the Clark County Fire Department (CCFD) is rich in tradition and history. With jurisdiction over the world famous Las Vegas Strip and covering a total area of 8,061 square miles, Clark is the nation’s 14th largest county and provides extensive regional fire service to more than 2.3 million residents and an estimated 46 million visitors annually.

Juvenile Justice Services
The department’s role and mission is to hold juvenile offenders accountable for their behavior, while simultaneously assisting those offenders and their families by providing meaningful treatment, services, and programs. DJJS is a comprehensive public agency that performs more than the traditional juvenile justice functions of probation and detention. For delinquent youth who are 18 and under, the department provides services for intervention, guidance, detainment, treatment, counseling and accountability.
The Harbor, the Juvenile Assessment Center, opened on October 17, 2016 and has provided services to over 10,000 youth and families. The mission of the Harbor is to provide a safe place for guidance and to be responsive to the well-being of youth, families, victims, and the Clark County community by providing meaningful services to youth and families to address their immediate needs. Various providers have partnered with the Harbor. The types of programming these providers offer include tutoring, mentoring, drug education, conflict resolution, anger control, social skills training, job skills development, counseling sessions, cognitive behavioral therapy, and a variety of other programs. Families can call the Harbor to schedule an appointment or agencies can send referrals to the Harbor's website. Law enforcement agencies can divert youth from Juvenile Justice by bringing youth directly to the Harbor. All services are free.
The Harbor can provide a range of behavioral health services. These services consist of face-to-face interventions (e.g. individual counseling and psycho-educational programming), service linkage, as well as reducing behavioral health symptoms, substance use and/or abuse, personal distress, and stabilizing recipients and/or families to their highest level of functioning. Our services are strength-based and utilize the identified strengths and assets of each youth to address behavioral health symptoms. All youth are screened to identify any mental health and/or therapeutic needs.

Parks and Recreation
The department oversees more than 110 parks, 25 community and senior centers, 17 pools and a number of special facilities including the Clark County Heritage Museum, the Shooting Complex, the Wetlands Park Nature Preserve, and the Clark County Amphitheater. Department programming includes a host of special events, programs, leagues, classes, activities and other leisure opportunities for all ages.

Public Defender's Office
The Public Defender's Office represents individuals accused of crimes who cannot afford representation. The office has specialized teams of attorneys and investigators dedicated to juvenile court, homicide cases, sexual assault cases and appeals.

Public Guardian
The office, by state statute, is required to take care of individuals when no family members or friends are able, willing, or appropriate to serve on behalf of the proposed protected person that cannot function in his or her daily environment such as making proper health care or financial decisions, or performing basic self-care tasks such as feeding and bathing. The office also oversees the voluntary sixty-and-over Representative Payeeship Program, which assists individuals in managing their monthly income, while maintaining their independence.

Public Works
The department delivers a wide range of services to the community that primarily involve the design, construction, inspection, and maintenance of essential infrastructure such as roadways, bridges, traffic control devices, flood control facilities, and trails for public use. Other services include the review, permitting, and inspection of off-site development and utility work, land survey, vector control to abate pests in public right-of-way, and Call Before You Dig to locate County facilities. In addition, the department manages news racks along Las Vegas Boulevard and other County sidewalks as well as special event permits for activities that impact public roads and sidewalks such as films and marathons. The work is accomplished by the Director's Office administrative team and within the six divisions of the department: Construction Management, Design Engineering, Development Review, Roads (infrastructure maintenance), County Surveyor, and Traffic Management.

Real Property Management
The department services include the Design and Construction Division that plans, designs, and constructs buildings, structures, and parks owned or leased by Clark County; the Energy Management Division that implements energy conservation plans for County; the Operations Division that maintains the County's buildings and parks; the Housekeeping, Security, and Parking Division that manages janitorial services, housekeeping contract administration, security services, and oversight of security contracts; and the Property Management and Acquisition Division that manages the County's leases, and processes property purchases and sales, except rights-of-way and easements.

Recorder's Office
The Recorder’s Office is a public record office, serving the cities of Las Vegas, North Las Vegas, Henderson, Boulder City, Laughlin, Mesquite, and all of unincorporated Clark County. The office provides for recording and retrieval of records for public viewing, produces copies and certification of records, as well as micro-film duplicates of records. Examples of typical recorded documents are: deeds, leases, notices of completion, trust deeds, notice of default/breach, reconveyances, uniform commercial code financing statements, subdivision maps, parcel maps, surveys, land divisions; unpatented mining claim records, including notices, certifications of location, mining maps, and proofs of labor; military discharge papers, declarations of homestead, mechanics' liens, Federal tax liens, and real property transfer tax.

Social Service
The department provides aid and relief to indigent residents who are not eligible for other federal, state, or local programs. Social Service is responsible for ensuring that Clark County meets its health, welfare, and community responsibilities pursuant to Nevada Revised Statutes and Clark County Code. The primary mandates are to provide financial and transportation assistance, and long-term nursing care assistance. Social Service is also responsible for other services and programs as assigned by the County Commission.

Special Public Defender's Office
The Special Public Defender's (SPD) Office represents individuals charged with homicide offenses, both capital and non capital, and Class A felonies (those felonies which have a potential life sentence) for which the Clark County Public Defender's Office has a conflict. The SPD maintains a full staff of specially trained attorneys, investigators, administrators, mitigation specialists, and social workers to provide comprehensive representation of their clients.

Water Reclamation District
The District is the largest wastewater agency in the State of Nevada, serving more than 267,000 business and residential accounts. With six different treatment sites, "The Clean Water Team" collects more than 105 million gallons of wastewater each day, treating and producing clean water that is safely returned to the environment. In addition to the residential and commercial customers within the unincorporated portions of the Las Vegas Valley (including the world famous resort corridor, "The Las Vegas Strip"), we also serve the communities of Blue Diamond, Indian Springs, Laughlin, Moapa Valley, and Searchlight. Our Flamingo and Laughlin Water Resource Centers return reclaimed water to the Colorado River, earning return flow credits for the community's water supply allocation.
