An official document issued by the Building Official authorizing performance of a specified activity (Building Administrative Code of Clark County Chapter 22.02.035). The purpose of the building permit is to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, sanitation, adequate light and ventilation, energy conservation, and safety to life and property from fire and other hazards attributed to the built environment and to provide safety to fire fighters and emergency responders during emergency operations (IBC/IRC section 101.3).
Any owner or owner’s authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change occupancy of a building or structure, or to erect, install, enlarge, alter, repair, move, convert or replace any electrical, gas, mechanical, or plumbing system, the installation which is regulated by current code, or to cause any such work to be performed, shall first make application to the department and obtain the required permit.

The purpose is to establish the minimum requirements consistent with nationally recognized good practice for providing a reasonable level of life safety and property protection from the hazards of fire explosion or dangerous conditions in new and existing buildings, structures and premises, and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations. A property owner or Owner’s authorized agent who intends to conduct an operation or business, or install or modify systems and equipment that are regulated by this code, or to cause any such work to be performed, shall first make application to the Fire Code Official and obtain the required permit.
