John M. Baynes was promoted to Assistant Fire Chief of Finance and Logistics in January 2023. He is responsible for managing, preparing, and administering the department budget. This includes supervising staff and working closely with the Clark County Office of Budget and Finance to oversee purchase orders, contracts, grants, and all financial needs of the department. He directs the Support Services Division including the Warehouse, Mechanical Division and PPE Inventory to ensure equipment and apparatus fleet needs of the department are met and administered within budget.
Chief Baynes moved to Las Vegas Nevada in 2001 and began his career with Clark County Fire Department in 2005 as a Fire Inspector with the Fire Prevention Bureau where he served for 18 years. During his tenure, the Chief assisted in coordinating all fire related activities for large scale construction projects and potential community hazards. Notably, he inspected CityCenter, the Encore and LINQ hotels as well as managed fire prevention activities to ensure that fire codes and ordinances were appropriately enforced. Chief Baynes also enjoyed participating at Fire Department Open Houses utilizing the Clark County Fire Safety House to educate the community on emergency preparedness.
Since 2007 Chief has also served as a Logistics Specialist and was later promoted to Logistics Team Manager for FEMA, Nevada Task Force 1. He was deployed to Hurricane Irma in 2017 and Hurricane Florence in 2018 as a Logistics Team Manager. He also worked with the Office of Emergency Management during the Route 91 Harvest Music Festival on October 1, 2017 and provided logistical support for Southern Nevada’s Covid-19 pandemic response as a Deputy Logistics Section Chief in 2020. During his service he managed and maintained warehouse equipment used during national emergencies valued at over $25 million dollars. He also served by being responsible for the operational readiness, maintenance and security of all FEMA US&R equipment and assets prior to, during and after federal deployments.
Chief Baynes holds a bachelor’s degree in History and Political Science and a master’s degree in Education Administration from the University at Albany, Albany New York. He is also a graduate of the Clark County Fire Service Leadership Program and the Clark County Management Academy. He looks forward to continuing to focus on practicing sound fiscal strategies, the safety and welfare of personnel and ensuring our service delivery model meets the diverse needs of the communities we protect.
Chief Baynes and his wife Barbara have two beautiful daughters. In his leisure time he enjoys reading, attending sporting events, and spending time with family and friends.
