Our Committee Members

Karessa Royce, 1 October Survivor (Governor Sisolak appointee)
Karessa is a Las Vegas native who recently graduated from UNLV as an “Outstanding Graduate of 2019” awarded by UNLV President Dr. Meana. Karessa survived a critical gunshot wound at Route 91 but has remained heavily involved in her community. She has assisted with two of the Vegas Strong Resiliency Centers public service announcements, initiated a letter writing campaign to support other cities experiencing mass shootings, as well as given a TEDx Talk at UNLV about post traumatic growth. Karessa is committed to helping our community heal in whatever capacity she can.

Mynda Smith, Family Member of a 1 October Victim (Governor Sisolak appointee)
Mynda Smith is a first-generation Las Vegan who has lived here for over twenty years. She has raised three children in this community and has been an active member of her church, her children’s schools, and her community association, where she has served on the board for over ten years. After losing her sister, she has worked tirelessly to support the other families of the 58 lost in the Route 91 tragedy and created The Children of the 58 Scholarship Fund, along with her parents, to assist the dependent children with furthering their education.

Tennille Pereira, Director of the Vegas Strong Resiliency Center (Governor Sisolak appointee)
Tennille Pereira joined the Legal Aid Center of Southern Nevada as a staff attorney in the Consumer Rights Project in June of 2016. In October of 2017, Tennille’s focus became ensuring victims and their families of the Route 91 tragedy were provided needed civil legal services in the aftermath. She provided direct services on a wide variety of legal issues in the immediate response & became immersed in the victim services realm through the longer recovery effort. Tennille is now the Director of the Vegas Strong Resiliency Center, operated by the Legal Aid Center of Southern Nevada under agreement with Clark County, Nevada.

Kelly McMahill, Deputy Chief (Governor Sisolak appointee)
Deputy Chief Kelly McMahill has been a Law Enforcement professional with the Las Vegas Metropolitan Police Department for over 24 years. During her service on the force, she has held positions in Patrol, Community Oriented Policing, Internal Oversight and Constitutional Policing, Internal Affairs, and Human Resources. Kelly has helped implement groundbreaking reforms related to deadly force by officers. Many of these reforms are now counted as best practices around the county. Deputy Chief McMahill was a co-author of the 1 October After-Action Review that was published in 2018. As a Captain, she also led a team during an investigation of the tragic event. Kelly currently oversees Human Resources, all Department training, and the LVMPD volunteer program.

Harold Bradford, Artist (County Commission appointee)
Harold Bradford is a local artist who spent thirty-eight years as a designer in the sign industry, including seven of those years as art director. Bradford’s public artwork can be seen at the D gates at McCarran International Airport and Left of Center Gallery in North Las Vegas.

Dr. Robert Fielden, Architect at RAFI (County Commission appointee)
Dr. Robert Fielden is an architect who was instrumental in establishing the School of Architecture at UNLV and has been active in architectural education and the accreditation of architectural programs around the nation. Dr. Fielden has been engaged with multiple arts professional committees and boards in Southern Nevada.

Rebecca Holden, Visual Art Specialist for City of Las Vegas (County Commission appointee)
Rebecca Holden is a public art project manager for the City of Las Vegas Office of Cultural Affairs. In addition to her membership as Chair of the Clark County Public Art Committee, Holden serves as staff liaison for the Las Vegas Arts Commission, and Government Liaison to 18b the Las Vegas Arts District Neighborhood Association. In 2017,  Holden facilitated the collection and display of items donated to the city in response to 1 October, and also led the group assigned to create a program to manage the collection, documentation, and care for the items left at the budding Las Vegas Healing Garden site.

The committee was appointed on October 2, 2019, at a Clark County Commission Meeting, Agenda item 71.
